    Why was Madison concerned with Massachusetts’ raising and keeping troops? Didn’t all states have state militias, and wasn’t that something protected by the Second Amendment?

    Also, what were the terms of the specific interstate compacts he was concerned about? Was this what Article 1, Section 10, Clause 1 was supposed to remedy?

    A state standing army was not the same as a militia, which was the body of the populace trained to arms and to be called out when needed.

    Article I, Section 10, Clause 1 is about international agreements.
