Is Foreign Aid Constitutional ?

    With the latest $40 Billion Congress has approved for Ukraine, it has made me consider the whole question of foreign aid. There is obviously nothing specific in Article 1 Section 8 that allows it. What is the history of foreign aid prior to WWI? It seems that is when we first started it in a big way and of course it exploded in WWII. Now we give to almost every country in the world. Is there any Constitutional authority for this? The only possibilities I see are in the War Powers and/or maybe the treaty powers of the Federal Government.

    In general, federal courts’ “standing” doctrine means no one can challenge most federal spending in court.
