    Historian Steven Lawson believed that the federal government played an “indispensable role” in the civil rights revolution.

    Historian Charles Payne believed that, “American institutions have always played important roles in the creation and maintenance of racism,” and that, ” civil rights activists were able to maneuver around those institutions.”
