In what part of the Constitution (Article, Section, Clause please) did the states who border on a foreign country give up the right to protect their borders to the federal government?
In general, authorities have based their claim that the Federal Government has primary authority in this area on the idea that it has a general sovereignty. My own view is that the Federal Government’s power to make a uniform rule of naturalization arguably entails a power to control the borders, though it’s not an exclusive power.
