Two ideas: 1) Raoul Berger’s GOVERNMENT BY JUDICIARY: THE TRANSFORMATION OF THE FOURTEENTH AMENDMENTS; and 2) Woods and Gutzman, WHO KILLED THE CONSTITUTION? The former is the best book on the meaning of the 14th Amendment, while the latter has a chapter on Brown v. Board of Education.
